Since a lot of this is fairly Greek to you why not try a few things step be step to see if it will meet your needs. First, a good HID retro-fit is very easy to install and would not be expensive to have a knowledgable shop install them if you're not up to that task. If the increased lighting of the HID is still not meeting your needs then have a good Z person do the dual High/Low beam on mod. It's a simple one wire grounding from the low beam relay and there's a number of How-To write-ups for that as well. That mod will give you the ability to run both High and Low beams on at the same time. Xenon low beam plus halogen high beam should be able to give you more than enough lighting power for your night-time high speed driving.
